Innovative Systems' Data Quality Products and Services Selected by the Commonwealth of Pennsylvania's

| Pittsburgh, PA - October 16, 2001 - Innovative Systems, Inc. will help the Commonwealth of Pennsylvania's Department of Public Welfare (DPW) implement a client-focused IT initiative by providing data quality products and services, the company today announced. DPW purchased five-year licenses for Innovative's data cleansing, data linking and CASS/geocoding software. |

| Serving more than 1.5 million clients annually, DPW is one of the largest state human-service agencies in the nation. Services range from food stamps and medical assistance to disability programs and job training. The department recently embarked on a major IT project that will streamline operations by offering clients a single point of access for obtaining information. When the project is finished, clients will be able to use DPW's Web site to determine their eligibility for services, in real time. The site also will automatically locate the nearest facility offering those services and generate driving directions to it. |

| Already, DPW has completed several crucial tasks for this ambitious project, largely due to the speed and efficiency of Innovative's products. Innovative's CASS/geocoding software assigned latitudinal and longitudinal information to DPW's internal facility records. When the project is done, this will enable the DPW Web site to provide clients with driving directions to facility locations. |

| Innovative's data cleansing tool automated the identification and correction of flawed data in the facility records before they were processed through the CASS/geocoding software. Powered by a proprietary knowledge base comprised of 2.5 million words and more than 100,000 word patterns, Innovative's data cleansing software performed these tasks more accurately and cost-effectively than a manual review of records. |

| In the present phase of the project, Innovative's tools are being used to perform an internal analysis of DPW's facility locations. The geographical information assigned by Innovative's CASS/geocoding tool will assist DPW in determining if its facilities are conveniently located near the populations that they serve. This will give DPW the information necessary to decide whether to add or relocate facilities to better meet client needs. |

| In upcoming phases of the project, DPW will start to utilize the online capabilities of Innovative's products. |
